The NextPAVE Challenge is a collaboration between the National Center for Asphalt Technology (NCAT) and the National Asphalt Pavement Association (NAPA). This initiative is designed to evaluate and validate low-carbon pavement technologies through a structured, transparent process.
The challenge is open to technology providers, material suppliers, researchers, and innovators who have market-ready solutions for improving pavement durability, sustainability, and performance.
Eligible technologies should focus on pavement performance and sustainability, including: - Alternative binders - High-recycled material content solutions - Durability-enhancing additives - Technologies that isolate weak pavement layers - Transformative materials to extend pavement lifespan
Technologies will undergo: - Laboratory testing at NCAT - Performance modeling in FlexPave and PerROAD - Scalability and supply chain assessments - A Shark Tank-style evaluation by an independent panel of experts
The group evaluation experience consists of three parts: 1. A two-minute technology pitch by participants 2. NCAT scientists presenting test results, modeling data, and economic viability 3. A Q&A session where the panel evaluates feasibility and real-world potential
Companies must pay $25,000 for Phase 1 evaluation. Technologies can be tested under a Non-Disclosure Agreement (NDA), but NDA participants will not advance to Phase 2.
Selected technologies will advance to full-scale validation at the NCAT Test Track in 2027. This phase allows for accelerated real-world testing, simulating 15 years of pavement life in just 3 years.
Phase 2 is fully funded by a consortium of state highway agencies and private-sector organizations seeking to implement proven, innovative pavement technologies.
Interested participants must submit a Letter of Interest by September 30, 2025.
